HP ThinLAN Transceiver provides compatibility with IEEE 802.3 Type 10Base2 networks, connects to thin coaxial cable via ThinLAN (BNC) port. It attaches to network device (hub, bridge, etc.) via standard 15-pin AUI connector. The transceiver provides user-selectable SQE test switch. As well as LED power indication for quick notification that the transceiver is functioning. It supports both Ethernet and IEEE 802.3 and operates transparently to network operating system (NOS) software.

Used, in good condition.  Refurbished?  Not in your life.  You get the original schmutz it earned when in use.  (Although this one appears to have been unused.)  As far as wear and tear, some of the original electrons may have departed, and may have picked up some new ones.
